A country platform should not be created by translating another market's conclusions. Netherlands Scientific Intelligence tests a stricter replication model: software contracts and governance patterns can be reused, but evidence, definitions, geographic units, and claims must be rebuilt for the Dutch context.
The work began as an interactive implementation. Its reusable core is now being published as an open research asset so that researchers, regional teams, and data engineers can inspect the method, challenge assumptions, and extend the evidence base.
The public repository contains the Hadox-authored reference implementation rather than a copy of the retired deployment. It includes shared framework and module contracts, Dutch evidence plans, source and privacy audit workflows, reproducible enrichment utilities, technical notes, and the concept note generated from the maintained project source.
This is a contribution-ready foundation, not a maintained turnkey SaaS product. It exposes the analytical structure needed to build responsibly while the operational platform is redesigned with stronger security and publication boundaries.
This separation prevents a reusable platform from becoming a machine for copying unsupported conclusions between jurisdictions.
The implementation explored province and regional capability briefs using CBS and PDOK source plans alongside market, science, company, and institutional signals. It developed workflows for candidate enrichment, product-roadmap evidence, generated regional packages, source manifests, and pre-publication privacy and quality checks.
A future maintained service can support market-entry research, partnership discovery, science-investment screening, and client-specific evidence packages while retaining human approval and reproducible transformations.
The open release excludes raw personal or client data, credentials, private databases, unresolved company-enrichment records, confidential deliverables, operational archives, and third-party premium interface assets. These exclusions protect people and clients while keeping the reusable method open.
The original full deployment remains archived privately for recovery and provenance. The public repository starts from clean history and contains only material suitable for open distribution.
High-value contributions include maintained CBS or PDOK adapters, tests for geographic and source provenance, transparent indicator definitions, public-safe fixtures, accessibility improvements, and stronger documentation of uncertainty. Proposed work can begin as a GitHub issue and move through a reviewed pull request.
Hadox-authored code and documentation in the public repository are available under the Apache License 2.0, with attribution and NOTICE requirements described in the repository. External datasets, trademarks, and third-party materials retain their own terms and are not relicensed by the project.
